Synopsis

It is the 28th Century. The city of Oedo (the new name for Tokyo) is besieged with a wave of crime it hasn't seen in a long time. Desperate for a way to stem this new crime wave, police chief Juzo Hasagawa is formed a unique task force to deal with it. He didn’t have to go far to find the officers needed – which are the worst criminals that have ever existed! To assure their co-operation – as well as their conduct – the criminals have been outfitted with explosive collars, controlled by a cigarette lighter that Hasagawa carries. The deal the criminals abide to is simple: accomplish their missions within the recommended time, then they get time off their sentences – some which run at least 300 years. However, should they fail to get the situation under control within the time allowed – or they break the rules – then they will end up with possibly the worst headaches ever!

The top three in Hasagawa's squad happen to be the worst of the worst:

  • Matsuri Tamagawa, or Sengoku, is the most anti-social of them. A former mass murderer, he likes to buck orders, sleep-in late, and drink on duty. He also loves to curse, but saves most of it for Hasagawa and VARSAS, the robot drone that aids the criminals. But he is also the hardest-hitting of the top three. Given the right incentives, Sengoku will not hesitate to kill anyone who gets in his way... but he WILL NOT kill just because it is the most expedient manner! Also one of the members of the Cyber Police, a girl named Okyo Jounuchi, happens to have a crush on him. And as strange as it seems, Sengoku seems to take a liking to her as well, and doesn't like to see her get hurt.
  • Gabimaru Rikiya, or Gogl, is possibly the most intimidating of the three. Scarred, huge and muscular, which cybernetic implants for eyes, he could be mistaken for a mindless brute which violence and killing is his only means of expression. But Gogl happens to be the most level-headed of the three. He is also well-read, often taking a liking to classical literature. He is also a top-class hacker, and formerly used his talents to capture sensitive computer programs and hold them for ransom before he was captured. Now a member of Hasagawa's squad, he uses his talents to bring-in other hackers. But he is also a man of extreme violence, and when he gets backed into a corner, Gogl can fight like the best of them, and will kill anyone trying to kill him!
  • Merill Yanagawa, or Benten, is an unusual individual. An albino, he dresses in an effeminate manner, with made-up face and manicured fingernails, which often causes him to be the butt of Sengoku's jokes. But Benten is a very efficient assassin, expert in all manners of firearms. But his specialty is silent weapons; his favorite is a monowire he wears as a ring on his finger. Combined with his gymnastic abilities, he can use that monowire to cut through all sorts of materials, ranging from human flesh to armor-grade steel. But in an age where complex computers are the rule, Benten will often look to the stars to find omens within them.

The cases these three criminals go through are many, ranging from Sengoku fighting an engineer who died and was now holding an entire skyscraper hostage in order to get revenge on his murderer, to Gogl battling rogue military types using human parts to create cybernetic assassins, and to Benten helping a young woman given the gift of immortality – and turned into a telekinetic vampire as a result.
